Editing a copy of the 1939 Campaign

I celebrate my ability to resume work on my 1939 Campaign scenario by
re-examining an interesting problem: the Soviet Total War Production
Multiples.

The original problem was fixed by the 1.1.04 patch, and so need not
concern us here. The remaining problem is quite simple:

The values in a fresh, unaltered copy of the 1939 Campaign do not
match the values in the PDF rules that came with the patch. The values
in the PDF, incidentally, /do/ match those in BWIE-1 74.4.

The discrepancies can be approximately summarized as a shift of two
Cycles starting in 13/42. However, the only way to make this clear is
to to equate the "Cycle of Total War" used in the rules with the
concrete cycle used in the 1939 Campaign file and show how large each
type of Multiple should be at that point. It looks a lot better if you
switch to a Fixed-Width font.

The "Arms Multipliers" of the Rules and the table above are, of
course, referred to as "Production Multiples" in the editor.

I have long been aware of the efforts to re-engineer the Soviet Peace
Production, but I don't recall reading any reference to an attempt to
re-engineer the Total War multiples. Fortunately, the Editor allows
the tables to be corrected quite easily.
