Eric Gerber correctly points out I missed considering the updates on page 55
of the patched CWIE-2 manual:
Allied Invasion of French North Africa (FNA)
If the Allied player decides to declare war and land forces in FNA then the
following rules apply.
If the invasion force consists of 50% or more non-US Allied troops (counted
using the 'face value' of each unit), then Vichy and
her colonies become permanent members of the Axis alliance. All on map Vichy
units become Axis-controlled.
If the invasion force consists of 51% or more USA troops then on the turn of
the invasion all Vichy hexes are considered to be
Axis controlled, and Vichy units are considered Axis. The Allied player may
attack Vichy units. Allied units that enter unoccupied
Vichy ports will capture the ports intact.
During the following German player turn Axis units may freely enter Vichy
hexes and stack with Vichy units, but Vichy units
are unable to move or attack. At the end of this German player turn, the
Vichy government collapses. Vichy units in France and
Corsica, and any Vichy units stacked with Axis units in FNA are destroyed.
Vichy units not stacked with Axis units become Allied
'Free French' units and capture the hex they occupy for the Allies.
All rail hexes in FNA are considered Axis after any Allied invasion and must
be captured and repaired before they can be used
by the Allies.
Other than the Levant liberation status, the issues I reported below are
working as advertised.

I haven't seen these issues reported here or on the S&T forums. Can any one
please confirm?
On XP Pro with CWIE-2 patch level 1.1.0.4, 39 Campaign, DG rules, started
with original release, and then patched.
The 3rd Republic went Vichy in 1940. The Axis respected its neutrality in
both Metropolitan France and the Vichy colonies.
Issue (1):
In 1941, the Allies invaded the Levant States, and converted every hex to
Allied control. The Political Screen continued to show the Levant States as
part of the Axis alliance with no modifiers. No big deal, other than the
nuisance of traversing every hex.
Issue (2);
In 1942 cycle 8, a US corps from Gibraltar amphibiously assaulted Morocco
and Algiers, landing adjacent to Vichy units (no combats). No formal DOW-
just the confirmation during the sea movement phase.This appears to trigger
a complete Vichy collapse.
Issue (3)
- During the turn of invasion, the Axis was flying Sea Interdiction. The
closest bases were in Sardinia. The first wave out of Gibraltar was not
interdicted- all hexes in range were green-lit.
-The second and third waves out of Gibraltar (same sea phase) were
interdicted by the Axis. All hexes in range were orange-lit. Naval transport
from UK to Gibraltar was also subject to interdiction (note: only after the
first wave landed).
Issue (4):
- all Vichy units in NA immediately went Allied. On D+1, they were available
for conversion, could have been moved, or even sea-lifted by the Allies.
Their hexes went to Allied control. All other hexes in the NA colonies, and
Metro France, went to Axis control. Allied partisans could be placed in
Metro.
Issue (5):
- The Axis responded on the following turn with land, sea, and air movements
into Tunisia and Algiers. Although there are cities in Morocco and Algiers
still in Axis control, the Political Screen now shows Morocco, Algeria, and
Levant as Allied (Liberated). No big deal- no political point impact.
Although the events aren't consistent with any of the rule sets available to
me, the unpredictable game effects were kind of fun. From a programming
standpoint, I think a core issue is the inappropriate complete Vichy
collapse after the 1942 Allied landing in NA.
