Just realized something: How does the french 10 turn fortification rule work
in this circumstance?

"[19.0]French units may fortify beginning 10 Game Turns after an Axis unit
has entered any hex of Belgium, the Netherlands or France, or has attacked a
Belgian, Dutch or French unit (in the historical game, this is the 1/8/40
Game Turn). An Air-Sea Interdiction attack against French, Belgian or Dutch
units, or land attacks against these units outside Belgian, Dutch, or French
territory in Europe, will not trigger the ability of the French to
fortify.." 
(no mention of luxembourg?)

if an attack on french units in will still trigger the countdown, it might
not be a good idea to attack with mud and winter approaching.  The french
will be able to fortify before you get to spring 1940.

Two things.

1st is this with limited war or is Russian at full war?  Make a different.

But my advise for 1939.

Kill any russians not in Severe weather and convert those rail lines.

On the France front, move up into Belgium.  The goal is to trap as many
French as possible.  It will be hard for him to get any good attacks on
stacks of 12 or 6 accross rivers.
