The editor make available the counter limits for editing.

The primary example would be the fort counters.
As the Germans I have been unable to 'build out the box'
Then again, I like to fight. In 1943 I averaged twenty five divisions a
month. in one month I lost eighty.

And I am not talking about third wave divisions. I build the SS to USE them.
In 1943 every armored unit including 8-8s was cycled thru at least once.

As I anticipated, the 7-10 eventually became simply expensive infantry. But
while I had combat result table #1 I used them all.

I am still not sure it is worth invading Italy. I think the 'Italian
Surrender' is a red herring.
