Mike,
I'd need to see a saved game to be sure what is going on.
In the original game it was total number of AP available on all fronts multiplied by the percentage for that cycle.
The available Interceptors could than be assigned to any Front in what every proportion the Axis player desired. The remaining AP were free to engage in other missions.
Somewhere along the way (Can you say LA errata as drafted by SRM) it was changed to percentage by Front. I'm going to guess that this was because it amounted to a free transfer of AP from one Front to another but that is the only reason I can think of for the by Front penalty.
One subsequent cycles if the total number of interceptors was less than the number allowed multiplying the interceptor percentage by the total number of AP the you could add to the number of Interceptors.
Again, the Interceptors by Front determination requires that you reduce the number of interceptors if the number assigned exceeds the number allowed by the percentage for that cycle.
The interface for splitting the interceptors and assigning part of them to attack the Allied Escorts and the rest to attacking the Bombers is do real intuitive so that may be part of your problem. You may think you have more interceptors than you actually do.

I must really lack understanding. This is a rules interpretation.
If I recall correctly....
The Axis 'had' a max of 192 Air Points.
Every Cycle there would be a % of existing air points that could be used to intercept:
Example:
Percentage for cycle == 25%
100 points == 25 interceptors
The other 75 points had to simply sit there.
You could NOT use AP during the month and also use the during interception.
Combat:
Allied Escorts Attack
German Interceptors attack 'EITHER' the allied escorts,
OR the bombers.
If Bombers are attacked......
Bombers attack interceptors
then finally
FLAK attacks bombers.
That is NOT what I see happening now.
As the German I am not allowed to attack the Escorts.
I have way more interceptors than some simple %
So admitting that we could have been doing it wrong all these years =)
What is actually happening here?
