Yes, indeed.

In addition to WITE-1, I also checked the PDF rules. 

Guess what I found on page 25 (as Acrobat counts pages, not
necessarily as they are numberd)? I found this statement:

"however, it costs five MP for an Allied or Axis RRU to entera Russian
gauge hex, and five MP for a Russian RRU to enter a non-Russian gauge
hex."

which one might believe would be difficult for players of CWIE-2 do
do, since Russian RR Units only have 1 MP. The Editor, of course,
shows that the cost in this case is actually "1" when conversion is
not prohibited.

The next paragraph is also interesting. It states that a Russian RR
cannot convert hexes in a Mud turn -- but only in Moderate climate. 

This is very puzzling, since the table following clearly exempts
Russians from having their movement allowance halved in Mud turns in
Moderate climate. On the other hand, Russian MPs are clearly said to
be halved on Mud turns in Severe climate.

Since the Editor shows that, at least for RR units, 5 MPs halved is 2
MPs, then, by the same procedure, 1 MP halved is 0 MPs, so a Russian
RR with halved movement isn't going anywhere that turn, at least not
under its own steam (as it were). It can still move by Rail Movement
or Sea Movement, presumably, but it can't repair or convert hexes that
way, generally speaking.

Apparently some of the confusion about Russian RR Units in the SPI
BWIE-1 Rules still lingers on in the BWIE-2 Rules. Well, at least its
traditional!
