Steve points out the real world impact of "interdiction" on strategic issues
like supply and manufacturing. And there-in lies an additional issue.
Imagine an Allied player sitting with lots of AP toward the end of the war
and an option to turn rail interdict into some useful strategic side effect.
Then the German sends a last gasp air attack which shoots down unprotected
interdict AP (okay the wallie had to be greedy to fly without enough air
cover, but stay with me). In the real world, fighters wouldn't just go hunt
trains. They would escort bombers or perform CAP and hunt trains as a side
line (on the way home so to speak). So at a minimum the AP doing the
interdict should have some air combat capability. So maybe the AP on
interdict gets the interdict canceled if they are bounced and fight as a 1/2
AP (representing the tactical surprise).

Another way of handling the issue would be to assign the train buster role
to escort aircraft. Escorts that don't engage in combat can role a dice to
impact rail capacity (one strategic cycle, until repaired or whatever). The
tables could be like the strategic bombing so as the tactics are learned the
hard way, they become more effective. This would make it easier to implement
in the board game and no new counters needed.
