For me, right or wrong,  it is another one of DG improvements to the original game.  Trying to cover another 'what if'.  In this case, what if Poland survives beyond the original schedule.  
   
  Look at this IR issue, it reminds me that in WiE a lot of countries do not receive any replacements or reinforcements, one example, Bulgaria.  While, these countries can never have much replacements, during the five years of WWII I am sure there would have been some.  For me, I would like all active countries who do not already receive reinforcements (such as Bulgaria, Norway, Sweden, etc.), to get one IR every six months (or at least one per year).
