I think I agree with Carl on this. It will involve programming changes that will further delay the game.

How about this for a change.  Treat the current instruction as a typo which should apply to the campaign game and not the scenario. Then apply it to the 1939 WITW campaign only.  The 1939 WiE campaign would remain unchanged.

This would minimize the code changes since the Russians are completely abstracted in the WitW and don't have to appear at all.
