Here is what the paper optional rules  say.

Under the optional rule NO SEVERE CLIMATE EFFECTS This option  suspends 
several effects of the Severe Weather Area. This option strongly  favors 
the Axis Player. The suspended effects are: 1. Remove the restriction  on 
“chaining” of MSUs (see last paragraph of 14.4.2) 2. Remove restrictions  
on movement of MSUs during Snow Game Turns in the Severe Weather Area  
(see note (a) of 15.1). This applies to points 2 and  4

Whilst they are formulating their  replies to these good questions, some 
observations with attrition, and the  overlap with this.

With full attrition supply range is impacted...MSUs  lose supply range as 
they motor extensively into the Soviet ground space,  somewhat overlapping with 
the effects of this rule. The depth of the theater  causes the special effects 
to become doubled up.

MSUs lose movement  ability as they attrit so this is another overlap with 
the special  rules.

By the Second summer and rest, MSUs are not suffering these  effects so 
supply range is fully back to normal. 

So those 'special rules  are partly catered for in the other option. With the 
collapsing supply ranges  due to these effects, chaining MSUs also largely 
loses its significance  also.

Thus one should be aware of the overlap, as it is possible to deal  yourself 
a double blow inadvertently...make sure you either use one or the  other, but 
try to ensure that you do not immobilise yourself too much. Or, it  would make 
a useful handicap when breaking in a nwbie to prevent taking advantge  of his 
lesser experience.

These features are not accidental, the effects  can be tuned to leave you 
with a more graduated emulation of the original rules,  but cast in a manner that 
allows use in more than than purely an eastern front  context, thus producing 
a more universal rules set of effects.
