Chuck is precisely correct in his case...

Some are indeed showing this feature...
 
A confusing situation initially is that the value of the non phasing  player, 
is their DEFENCE strengths, and not their combat values are shown in the  
summaries.. Defence strengths are different as chuck says.
 
In mud or winter turns, such values show up starky as your 19-8s show up as  
having lowered attack values, whereas you opponents see them at full defensive 
 power. 
 
In this regard the greatr dichotomy would be seen If we were to look from  
the German position, where the French values will be inflated by the  defences...
 
But in several cases there are stacks here, as many will remember from the  
initial deployments, where large volumes of 1-5kgs are deployed along the  
frontiers. Thus if these have been refitted with IRs they will show strengths of  
less than multiples of full values...
 
Thus the picture will lways be less clear than in the perfect intlligence  of 
the old front line
