on the French In a word...attrition options...some of these funits are  fresh 
from formation, and have not come up to full effectiveness, which will  take 
some weeks...
 
With regard to the German formations, the combat total summaries indicate  
that there are more than one division in the hexes, but the graphics are not  
high enough in resolution to show the everlapping steps in the stacks. Some of  
these units have been fleshed out from cadre, and require time to bed down the 
 rookies in the formations.in a similar way to raising freshh formations.
 
i.e.Playing thetrump card of a draft replcement, does not now act as an  
immediate 'get out of jail' card.
 
 An important factor in considering itler's demand for immediate  action in 
the autumn of 1939, and OKHs demands for time to  complete  refitting and 
training after the Polish campaign.
 
Pouring new recruits into the formations initially dilutes the  
effectiveness, so a 1-5 Kg will unflip to provide a paper strenghth of a 6-5,  but an 
actual performance somewhere between the two figures, again as time goes  by, the 
formation firms up.
 
Hence seeing a stack is not producing a full strength, indicates that the 4  
x 6-5s in that stack are at less than full fighting effectiiveness. 
 
On your own side, this effectiveness is measurable in detail, on your  
opponents side you have indications, but not the full gory details.
