[WarInEur] The eve of France 1940

I have a couple of questions about the display.? Why are the French units shown with strength factors of 0 and 1 when their printed strength is much higher?? Why do some German infantry divisions show a strength of 8 when their printed value is 6 and they don't appear to be stacked?
