Perhaps, perhaps not.

I /do/ know that it will run under XP using DOSBox 0.63. (I've done
this, as a test). It will even run /windowed/!!! (XP only runs it
full-screen; while running it windowed is quite impressive, doing so
reduces the program's responsiveness). DOSBox is at
http://www.dosbox.com. The current version appears to be 0.72, so it
is still being worked on. There is some information there for VISTA
users; if I understood it correctly, it should work under VISTA.

I used the "front-end" D-Fend, which (it appears) has been
discontinued, although the DOSBox download page lists several front
ends, including "D-Fend Reloaded", which apparently works the same,
only better. The front end helps in configuring the DOSBox session
and, for D-Fend at least, was able to create a shortcut which, when
clicked, invoked DOSBox running CWIE-1 in one easy step.
