Several people have asked about this,
but so far, we have had no feedback from vista users,
to definitively answer this question,
so at the moment this is a uncertain situation.
In theory the same advice applies
on any OS.
The best way to run the programme would be from dos, and if you no
longer have the OS, you can try Freedos

download an iso image and make a bootable CD.
if you have an ntfs environment running though, this option may not be
open to you...which most vista environments do.
The next best way to approach this problem is in two stages.
Load and run a dos emulator on vista
(You will find a discussion on this here)

Then run cwie-1 from the dos emulator
I use another route:-
I find I can run both CWIE-1 and 2 from emulators in Linux
You can download and burn a bootable iso image of a linux distribution
(I use knoppix www.knoppix.net)
It runs a gui, and looks and feels sufficiently close to windows for you
to be at home with it in no more than a couple of minutes.
Boot into the linux OS,
then open cwie-1 with a dos emulator, such a dosemu, dosbox, and several
others (actually included in knoppix)
..and the game runs fine.....
Something similar to knoppix might be the way to go,
it boots from the iso image burned to a cd...
It doesn't mess with your hard disc,
so its non destructive
and non permanent.
And you can download for free (with NO LICENCE issues muddying the
waters (Uses the GNU public licence )
Other live linux distro discs would be ok, I happen to use this one and
know that it works.
I know that I can run both cwie 1 and cwie-2 using linux, (CWIE 2 runs
under the Windows emulator - WINE (included on the disc in knoppix)
I say as I find, and this particular distro works, but others are
just as good.
The trick with these bootable CDs, you neatly sidestep any potential
issues with vista and its decendants...as long as you can boot from a
pendrive or a CD, it does not matter what the OS you are running, these
methods will always tend to get you to first base, as these environments
load from the disc, and thus need not change with upgrades over time...
unless the fundamental architecture of he PC is attacked...
In theorey....
It is perfectly permissable for you with knoppix to create your own
bootable disc running up and loading cwie-1 or cwie-2, straight from boot.
