/Attrition penalties are universally applied, but the effect with a base
value for the unit then still effectively varies, i.e.75% attrition on a
10-8 is very different from 75% attrition on a 2-4

I assume that the human condition being what it is, generally
applicable, there was not a call for anything too esoteric or fine. I,E.
A man who has run out of food lasts univesally only so long....as does
one who's tank runs out of ammunition.
A rough and ready assumption, but involves less risk of personal
prejudice creeping in. Initial training and equipppage can be dealt with
more impartially./

/No treated as regular troops, the SS. despite the propaganda, were not
the supermen they would have us accept, nor were guards units. and thus
operate under the same MacNamarian rules of conflict in the game.
The system adopted puts a tunable 'spin' on the units, but tries to
leave as much as possible undisturbed. The idea is a little adjustment
to the system is fine,
provided the essential games lies beneath untouched. Too rich or
dominatng a spin leads to the substance of the game losing its coherance
as 'War in Europe'.
Thus you can tune this layer completely out of the game, if it does not
meet with your approval, or disagree with the underlying assumptions.
