The DG edition 4 Rules introduce a large number of optional counters, such as 7-10 and 6-10 German
motorized infantry divisions.  Counters for these rules were provided in the 1999 and ??2003?? reprintings
The games sell for in excess of $200 so I don't suppose Decision Games will sell spare sets cheaply (if they 
have any left to sell, which I doubt.) 
 
Scans of these counters are available for free down load; I Googled War in Europe and noticed that the 1999
set was posted . To protect copyright there were no back sides provided. 
 
  
If you need 6-10s, 7-10s, AIR MOBILE Divs, Allied and German ARTILLERY, MOUNTAIN units,
USA MARINES, Ukrainian and other Expatriate divisions and brigades, Soviet Guards Armored and Guards 
mechanized units and the other optional counters mentioned for WIE on the Decision Game rules this would be 
a very good place to start.   
 
The principle problem is that each time SPI/Avalon HIll/SPI republished the game 
they chose a completely new color scheme.  MY Soviet have gone from drab olive green to forest green to Crimson. 
This may necessitate pasting over every counter if the change is sufficiently drastic. .
