Nearly...if they don't follow up they lose the BONUS points that they 
get with the crushing of France with a BEF that stayed at home...but in 
the interim those Bonus points might be able to trigger off the Balkans 
into shifting into alliancewith Germany, which in turn facilitates the 
attack on Greece and or Yugoslavia...which in turn rolls other bomnuses 
up pushing the political points much further up the line for other 
activations, and can be held onto provided that momentum is continued.

 If you decide NOT to sealion, then the momentum with bonus points can 
only be sustained by an early attack on the Soviet Union...

i.e. Military success eludes you, but political logic now drives you 
east in compensation..., or into the Southern theater early, anywhere to 
pile the pressure on, and secure your alliances, and diplomatic and 
political flanks...


Effectively, a bef that does not go, results in the opening of a 
possible vulnerable front early in the balkans facilitating an axis 
entry into the Med, early with nore resources and more allies against a 
British commander who is still contemplating how he going to get his 
forces mobilised and deployed to cover these multiplying threats and 
fronts...

A non enticing prospect...
