The problem with that is...what the designers expected to occur, may be 
what they intended, but does not accord with the results that would 
appear....

i.e. the results were not playtested out fully.

Historically the combat did occur, but because it never happened in the 
game, the results for playtesting would be probably insupportable, 
namely the action engendered get the designers what they 
want...action...but gets the RAF wrecked with nothing to show for it, in 
most games.
