I'm suspicious of anything allowing the possibility of Axis manipulation of the PP total, because of the Spain/Turkey (Remember, didn't happen) issue. Far better the other suggestion of using the Air/Sea interdict table (Which kills the occasional air point too!) to "Bomb" production. This will give the Axis an incentive to Fly with Less on air superioirty, and the CW a similar incentive to contest.
Oh my, the Blitz goes on and on....

The problem with taking away the political points is who cares. Unless enough political points are on the table to activate Spain/turkey and as long as you get to the magic number of 60, anything else is a dont care.

You have 10 weeks after the fall of Paris in which to occupy London for the bonuses...if this does not take place you lose the bonuses for France again..., perhaps 1pp per cycle, as the effect wanes...
