Hence, a simple solution would be to give the Germans political points or
reduce British production by some amount for every port (or maybe 2) that they
successfully suppress in Britain per turn. Wouldn't this simulate the effect
of the bombing campaign and tie the Germans to the dual necessity of
conducting bombing while trying to engage the RAF as well?
Part of the problem lies in the inability of the abstract airwar system to
cater for variations on the qualitative content of the rival airforces, and the
significant effects that geography and situation benefitted the RAF.
in other words whilst the RAF might have rough handling in the battle for
France, geography allowed the RAF to retreat and fight another day, on ground
much better suited to an outnumbered and outresourced command.
The abstract air system does not cater for a situation other than toe to toe
in a numerical slugging match, and the lethality of the system allows the
Luftwaffe to close with the RAF and grind them into the dirt with a straight
numbers game.
ITRW the RAF remained determinedly elusive, and continued to be 'a fleet in
being' that despite all the pressure that the Luftwaffe could bring to bear,
'survived' all that was thrown at them and still made efforts to hit back. And
the Luftwaffe was on a tight timetable, winning was not enough, winning
before the Autumn weather was everything...all the RAF had to do was survive
(although this was no mean feat to achieve).
It is this feature that so bedevilled the German airforce, winning on a
tight timetable, against an enemy who refused to let himself be pinned in
defence and permit a war of attrition to be waged at a rate that could not be
sustained.
This perhaps more than anything else, is where the air system breaks, the
unique features that sustained the RAF cannot be replicated easily using the
generic system.
