The real crunch is not the Surfs and Amphs but the NTP.  You can't keep a 
force supplied and once you can't all you have is a selfguarded prison camp. 
Provided the numbers of units available was editable then we wouldn't need 
new code to experiment.  That's the advantage the board game has over the 
computer version.  If the players in the board game want to experiment with 
a house rule they can just say so and make up their own counters.  We need 
to provide a mechanism in CWIE2 to do this down the line.
