A valid point of course, but once one starts to fight, it is difficult for  a 
prudent commander to avoid the proposition that the other party in future  
encounters is not to be trreated as an active brligerent.
 
As regards my own treatment of such (allied vichy troops), I don't think I  
would consider them as cutting edge formations, but useful adjuncts to existing 
 garrisons, probably corsetted with elements of German formations.
