A modification to the proposal.
 
every even cycle allies roll the dice, with the results you are suggesting.  
an unfavourable result turns off allied access to the malta section of the 
map,  no sea transport through this region, and Malta is OOS.
This effect lasts for 6 weeks.
 
Historically the allies do not demonstrate the capability to fight weekly  
convoys through the region.
