True, which is why I suggested using changing strengths for the French as 
well.

Basically what I am suggesting for the computer game would be an option with 
editable fields.  The fields would be a combat enhancement or reduction, and 
a number of turns in effect, times three or four turns. So the players could 
tune the option to suit themselves. What I suggested earlier was a one point 
negative reduction for 8-10 turns, another tens turns of face value followed 
by a plus one increase in combat power.  Trigger would be a Axis DOW of 
Belgium, or entry of an Axis units into France.  Of course players who want 
can use the same option to increase the French combat strength if they want 
to play an extreme what if game.
