If Units are remomed from the map during turn 13 then four turns ahead would be turn 17. Reinforcements come first in a turn so the Partroopers would be in the air operaions Box at the begining of air combat for turn 17 and thus could not drop on turn 16.
(b)Can builds be placed directly into the Air Box just like reinforcements can?-
I agree with Jack that Builds = reinforcements.
The built units are created on turn 0 , placed in a placement hex or in Naval or Air Operations during the Strategic Cycle. Although they do not move or fight until week 1 they are in the game. The one exception to this was that US combat reinforcements can be held in limbo and delivered via High Seas Naval Transport in the midst of a player turn.
I enterpret being placed in the Air Box as having started the four-Week Drop Training if the unit in question is a combat unit. THis is a way of being in the game that is not officially on map. I can think of some reasons why freshly-built air-transportable units should be required to make an on-map appearence first-<see below> one of which is this: What exactly is 4 weeks
ahead of week 0/7/40, is it turn 4/7/40 or turn 1 of the following cycle(i.e.1/8/40?)
In general, the attrition rule applied to new paratroop units will generally resolve this concern and related ones. To grow to full strength the units need to sit still in a supplied map hex.
