With the new attrition option this issue never arises as a major point,  
units arriving as new forces are useless for drop operations, so none are of any  
immediate droppable application.. They need to be onboard to build up  
effectiveness...
 
Without attrition, this is indeed an issue. The difference being one of  
exclusive vs inclusive counting.
 
HOWEVER 
 
The logical answer in both cases should be, units must be placed ON THE  
BOARD 1st, to be deemed to have entered play, THEN withdrawn in the  reinforcement 
phase to undergo  drop preparation.
 
If this were not to be allowed, technically to the letter of  the law, if not 
the Spirit, new US airborne divisions can directly enter drop  preparation, 
neatly skipping the Atlantic, using shipping capacity, and/or  otherwise 
clogging up the war effort.
 
This 'exploit' could be exceptionally useful...
