Border Depolyment, I take it to be inclusive of the hex next to the border. So, like other border deployment, Soviet Units must be within two hexes of the hex with the border.
The personnel center depolyment is a bit more vague. Is it inclusive or exculsive of the personnel centre. Personnal, I have it exculsive of the personnel center.
