This may seem redundant but will someone please define "within."

The Soviet set ups lists numbers of units that must be within 3 hexes of the border or five hexes of a personnel center.

Does the five hexes start with the border hex or personnel center being numbered as the first hex or is it 3 or five hexes from a border hex or the personnel center?

I have always presumed that "within three hexes of the border" meant that the first hex immediately adjacent to the border hex side was number one and that the personnel center counted as hex number one as well.

What is the consensus? Do we include the border hex and the personnel center in the count or not?
