Well if you look at things objectively the Russian stacking strength is increased during the war. They start off with three divisions on a 20 mile front and end up with 9 or more divisions in the same area when they start producing the corps. So effectively they are tripled at a minimum. (note- SPI specifically says that the 2-5 and 3-5 brigades represent the prewar tank and mech divisions.)
I wouldn't object to allowing more divisions to stack but not necessarially more corps. I would be willing to try 9 divisions, brigades, and/or regiments or 3 corps or combination where a corps equaled 3 divisions and maybe even 11 divisions, brigades or regiments or corps equivalents. Of course, 11x3-5 would be 33 attack or defense factors. 1xfortified division, 1x4-4, 1x (1)10, and 6x3-5 would represent a formidable defense as well.
11 might be overkill.

The luftwaffe had liasons with front line units to help direct CAS. Did the allies have anything like it early in the war?
As far as increasing russian stacking later in the war - very good idea, however 6 units may be too much. The massive casualties they suffered while pushing the germans back would disappear if they were allowed stack 6 units per hex.
