The reason for the seeming complexity
is the Finland 'abuse'

Soviet player watch and calculating when the Finns will run out of steam....

This way a determined drive against the minor power has to be maintained...
take the pressure off, and the ememy can get them out of harms way...
And they recover from the crisis...

You don't end up with a permanently disablable ally.

The count doesn't need to be that complex..

Indeed, you count the losses up, same way as you are talking...

and roll a 13 sided die...

It knocks one casuallty off the count if it turns up with the magic number.

Mathematically its the same function...
Less variables to deal with,
and some added uncertainty about just how floppy, the allies might 
really be...

Its the fixed count that is the anathema, we end up with another 
calculation and too much certainty.

Indeed I would also recommend it in treatment for the Finns...

The Soviets can count...and as they see the Finns using their lives 
up...they react accordingly.
This way things can need to be a lot more circumspect...
