I wasn't envisioning anything so complex. I would establish a number for each nation for historical losses, which we can more or less do from the game data. This number would need to be exceeded before the country would surrender, but once reached there would be either a probability that the minor would surrender early (dependent on the degree to which the number is exceeded) or we could equate additional losses in terms of political points (so each succeeding loss equates to the loss of a political point with respect to that country.
This behavior would allow a player to "burn" some but not all the minor's units or to save them for the defense of the home country. Since the minimum losses would become an "and" condition for surrender it would give all players a dilemma. Do I push Italy out of NA early (using some gambit), if doing so means I fail to inflict the historic casualties and that Italy will remain in the war despite all other surrender conditions until I do? Do I stop using the Rumanians as a fighting force after 41 and relegate them to antipartisan and garrison duties so they will be available to defend Rumania in 44? Will Hungarian units remain in the fight even if Budapest is occupied by the Soviets? Do I use up the Italians on the Eastern Front in 41 or in NA if it means Italy sues for a separate peace and leaves the Africa Corp stranded and OOS?
Lot's of potential for injecting uncertainties into the game while at the same time guiding the players into more less historic behavior but without the necessity of complex rules.
