One of the things I liked with CWiE-1's Air Superiority option rule, is that a side with Air Superiority, can still inflict significant attrition damage on the weaker side, even if the weaker side refuses to 'come-out-and-play'. With allied 60 APs in the allied Air Superiority box, the Allies (together with the Soviets in the Eastern Front) can slowly attrition the Western and Southern front Luftwaffe to more realistic levels.
Without this air Attrition, for example, in 1941/42 (when the British Empire is practically alone and not ground force strong enough to amph attack a second front) the Germans can exclusivly concentrate the Luftwaffe on the Eastern Front, leaving 5 APSs of Italians on the Western and Southern fronts just enough to provide extra-ordinanry air interdiction.

Now that CWIE2 is nearing completion. I have had time to fool around with some of the extra features that are included as options.
One of the biggest problems with War in Europe is that the Air to Air Combat is too bloody so if your outnumbered you don't fly at all. It also always been too abstract and doesn't give the feel of the dynamics.
One of the things we discussed as we were coding was the desire to be able to control the air to air combat odds, the superiority ratio required before other losses were incurred, and the number of AP that could be assigned to air superiority.
What we ended up with was the ability to edit the combat odds, loss ration, and air superiority numbers by player by Front.
Currently, I am playing with 10:1 combat odds (instead of 6:1), 3:1 loss ratio (instead of 2:1) , and have set the East Front limits for 10 Allied, 20 Axis, and 30 Soviet; South Front limits of 40 Allied, 30 Axis, and 20 Soviets; and West Front limits of 40 Allied, 40 Axis, and 30 Soviets. (instead of 120 West, 60 South and 30 East for all sides).
I am finding that I can engage in more air to air combat over a longer period of time and while one side can be said to control the skies, they don't dominate then and the weaker side can always fly a few critical ground missions. I think this feature, if nothing else, will inject new life into the game as players experiment with the effects.
