In the case of the soviets it would allow for a much greater defensive
stacks than they historically could achieve.  Although they may have been
able to muster the numbers on paper, were they effective enough to set up a
defense that all those corp counters represent?  I think there is a false
assumption that the numbers on the counters actually represent the true
combat effectiveness of the units.  Total up the defensive numbers on all
the soviet forces if one allowed the full OOB and it would probably be way
out of proportion to its actual effectiveness versus the german numbers.
