AMEN!! The CORE IDEA OF WIE is to let the players decide what tradeoffs they wish to endure via departures from the
decisions of the RW principals.

Bravo: Under a "perfect setup" the 1941 Soviets have exactly enough units to double-cover the front. If you clump the units then over-run opportunities are created and against Axis free set up one or more major penetrations will result.

sees that a substantial number of untried soviet rifle divisions disentregrate on contact with the enemy. These zero valued
combat units are part of the official OOBs that appear in the text books. To better simulate the actual combat cabilites of the Soviets, SPI ommited 10% of the Rifle Divisions.
Thus if we want to restore the missing formations it would best be done by randomizing the combat cabilities of what are now
listed as 1-4s. Seven out of every 8 could be 1-4s, 1/20th of Rifle divisions can be 2-4s while 1/50 prove to be 3-4s and 1/200th are 4-4s.
