I'm a lurker, but here are my ideas on Murmansk.

1) Soviets must defend Murmansk/Archangel and the railways. If they 
fail they should lose arms points. Lots of stuff reached them via 
those ports : trucks, fighter planes, Spam, etc.

2) Germans cannot effectively interdict those supplies if Norway is 
neutral or allied. Add arms points to Soviets if such is the case. 
How often do Axis players ignore Norway without penalty to save 
assets for other uses?

3) As argued, allow the Finns to move to the Murmansk railway if 
Soviets fail to garrison the border (lift the 6 hex limit).
