You may need to elaborate a little bit more...
But taking it as I am assuming you mean...
Attrition does impact as part of the combat results, the units
withstanding attack suffer a 16% attrition impact, regardless of result.
Attackers also suffer some disruption, albeit less.
Being on the receiving end of an attack is an extremely disruptive
affair, and disruption due to artullery preparation on your forward
positions is 'noticable', i.e. you get bashed around a bit even if you
see your attacker off. Note this effect is tunable, so if you do not
agree with this, you can adjust the effect,
However it can be pointed out, low odds continous attacks are now not
just a pointless exercise. Provided you are prepared forthe losses, the
effects of contiinuous pressure on theenemy become noticable after being
on the receiving end of such attacks.

As a note on attrition...it is deliberately a gloss on the normal combat
system. At the moment is is a fixed known event,
I felt that to add variable attrition would cause a twofold (*) issue,
that at present it is not fair to judge, or test.
If people findthat it works, and works to their taste, then a later
incarnation of CWIE might be persuaded to take it a stage further, but
for cwie to be cwie, the essential character of combat resolution needed
to be maintained.

1.Fixed results are a gloss on the variable crt and die rolls, so we
still have a pseudo randomised result.
2.Had we gone to a variableattrition result then we are a very long way
down theroad to effecting a second method of combat result, that would
be competeing with the CRT, indeed to lay a fair claim to beginning to
supercede the ordinary results. Attrition was intended to be a transient
effect overlaying the dynamics of battlefield resolution. It casts no
permanent spell on units, and this , as designed, intended it to provide
no permanent effects on the units,
