In anycase, this raises the issue of air transports.  Should ATPs be 
allowed to supply "pockets" however defined?  Maybe using ATP's would be 
the mechanism for turning off the AEx - eg, one ATP cancels the AEX for 
an OOS attack of one infantry division with the ATP being destroyed for 
lifting the penalty. Presumably more than one ATP would be needed for an 
armoured division.
