Because the frontier army alling back into the hinterland, will be at 
possibly as little at 10% of operational effectiveness,
and the new 4-4s and 5-5s arrving to cover Moscow will be little better off.

Assuming...that the Axis forces arrive in a similar state of affairs,
the overall discrepency in combat values will not be all that great, and 
thus an attempt on the line by the Germans
has a better relative chance of success.

In the immediate reversal of fortunes in the Winter,
the Soviets do not have the sudden overwhelming power to attack...,
longer term during thewintertheir offensive power could,
with careful play be leveraged into something a mite better.


At the moment in my first foray into this area, theSoviet shield is 
looking rather thin and ineffectual,
although in combat power both sides are well written down,
and won't have much stamina...
