so its range and effectiveness start to falter,

thus the combat accountant
can calculate,

but he cannot be assured of his baseline,
as fow will not allow him to finely calculate how much movement,
and thus wear and tear,
has been suffered by these units,
so the actual limit of supplied forward operations will only be 
quantifiable plus or minus several hexes.
