To make this rule effective, I would also add a few things.

 

1)       An option for the axis to delay entry of Spain and/or Turkey. It
would be a 'secret agreement' that would not be implemented until the Axis
desired. But with the delay should also be some risk. So the chance that
Spain or Turkey would join the axis after the PP total had been reached
would be a percentage roll of 

 

(current political points * .8)/political points needed to join (aka 75).

 

So when the political points got to 75, the allies would not know if the
delay of Spain or Turkey joining the axis is because Germany was holding
back or hadn't made the roll. The German's would only get to make the
request to join once. 

 

The only value to political points is to bring on axis allies. Adding the
uncertainty on both sides makes the value a bit more nebulous and to be used
to the Axis greatest advantage. Since the UK can pretty easily prevent Spain
and Turkey joining now, they would be able to continue to prevent them from
joining based on BEF participation in France.

 

2)       Tie BEF participation to Vichy joining the Axis. Based on
participation rates, there would be a percentage chance of Vichy joining the
Axis, staying neutral or "rising up" to join the allies. The base line would
be neutral and assume a standard BEF participation. More participation and
the chances of joining axis decreases and joining allies increases. Fewer
BEF forces makes it more likely Vichy joins the Axis and less likely they
join the allies.

 

I would also make the rule that if Vichy or Spain joins the axis and the
allies do not have air superiority in southern front, then the Western med
becomes un-available to the Allies. But if the Allies have air coverage over
Gibraltar and the Axis don't have air superiority in southern front, then
the allies have normal navigation in the Western med.

 

3)       I would make the rule 60% rounded up of BEF total combat power in
France or Belgium from when the Axis DOW Belgium until France surrenders or
9 weeks (which ever comes first). The number of political points awarded
should be variable (some what like sub hunting) such that it is a function
of being above or below the 60%. On average, being at 60% or above should
produce no additional political points. If you are light on one week, being
more than 60% on another should on average balance it out.

 

4)       Make looting also a function of BEF participation. If the BEF does
not participate, then the Belgians and French should more enthusiastically
support the axis as reflected in loot for production (production points and
personnel). Same sort of percentage chance should be involved with the
amount you are above or below 60% increasing/decreasing the chance of
additional loot being awarded. Thus the UK risks adding to the German
military might if they do not fight in France. There could be sub-rules on
this for BEF in Belgium and in France. So if not enough French and BEF are
in Belgium, then the Belgians can more enthusiastically support the Axis.

 

All of this will leave the option for the UK to not participate, but it will
come at a price. Currently, the price to participate is negative. Sending
troops costs the UK the troops and doesn't return an appreciable advantage.
The UK would still have the option of preventing all of the above by simply
participating in the defense of Belgium and France.

Fixing France requires that the Allied player commit the BEF.  Only a change
in the Political rules will really accomplish that.  I suggest we add a rule
that awards the Axis +1 political point for every CW unit less than was
historically deployed four turns after the Axis DOW  Belgium.

 

So France 40 setup shows 11 units in the BEF deployed in France and two more
in Norway.  The Axis invade 3-5-40 on 2-6-40 the program checks to see how
many Allied units are in France (north of the Somme River) or NBEF, Belgium,
Holland or Norway and subtracts this number from 13.  So if the Allies only
have six divisions then the Axis would be awarded +7 political points.

 

It's not a perfect rule, but does tie the BEF to France in a more or less
historic manner without two many "extra" historical rules for a France 40
campaign.  Looking at the balance of forces between Britain and the BEF, the
British deployed about 2/3rds of the available divisions to France. 

 

Using this ratio, we could alter the above rule to account for a France 39
Campaign. Suitably modified, the rule would use a number equal to 60% of the
existing divisions or brigades instead of 13.

Fix France and the rest will take care of itself since England would have to
keep most of its forces home to protect against the invasion attempt.
