 I was always under the impression that the division/corp marks on the
counters were cosmetic; more of an abstraction than actual representation of
real divisions.  The counters represented the amount of offensive or
defensive capabilities one could muster in a given area.  To give it the
feel of controlling actual units they placed those little xx's on the
counters.  As it turns out the system was modeled on the german OOB, with
everyone elses numbers relative to the germans.  Thus, the germans are
probably more closely matched to their OOB than others.  Trying to match the
number of counters with historical OOBs for everyone else (especially the
soviets) will probably throw the system out of balance.  You might have to
make 20-8 german armored divisions to realistically mirror their strength
versus a soviet OOB of 320+  1-4's.  Then, of course you have to change the
allies, and change soviet stacking limits, and so on .....
