Couldn't you get 90% of what you are looking for in the operational surprise
rule as a "house option"? 

1) Agree to terms for invoking surprise.
2) If you want to make the surprise a percentage roll, least significant
digit(s) of the closing value of the next day's DOW stock report. That will
give you 10% or 1% chance increments. Not totally random, but pretty close.
3) After the surprise takes place, the surprised player 'skips' their turn,
returning play to the player with surprise. You move the calendar forward,
but you don't impact play much other than the surprise.

If after playing this way CWIE2 looks like it could really benefit from such
an option, we can look forward to CWIE3.
