[WarInEur] {Spam?} Optional Strategic Surprise Rule

Nice analysis of just some of the pitfalls of two back to back turns due to
using a surprise.

I don't think we will see the KC Surprise option in CWIE2. We might see a
modified one, some day in the future, but remember any addition will be
OPTIONAL players who want to experiment will be able to do so. Those who
think its a bad idea will never be forced to play with it.

I tend to like variability and unknowns in my games. So, Richard's idea of
adding a die roll to the equation makes some sense and doesn't leave the
defender completely helpless. I declare surprise, and roll the dice, only
to see that due to spies, Ultra, or some other means the other side has seen
through my ploy and counteracted it. We could even offer the opponnent the
opportunity to immediately declare a surprise in turn. If he succeeded that
would be a surprise.
