Maybe the ability to declare the surprise attack should be die roll 
based, after all:

4. this was the intended plan, and did catch the Germans on the toilet, 
but the Allies failed their surprise attack die roll, leaving us with 
the historical beached whale.
1. isn't this what happened. 2nd battle of Kharkov caught the Germans on 
the toilet, causing them to have to reposition forces from Fall Blau and 
a pushing back of the start date of the 42 summer offensive
