You have got to think of
 What is a ZOC?
It is small elements of a large unit running around the country side causing a bit of bother to an enemy that may be nearby.

But if there is a national border and the countries are not at war and don't have some kind of already established allied status or co-operation those elements are going to stop at the border.
At the start of Hostilities each countries forces are on their own side of the border. Suddenly a third party attacks. Do you suppose the first thing local commanders do is send small parts of their forces into a neighbouring country? I don't think so. They would wait for orders. They wouldn't have the big picture. There would be a small amount of time where there would be some confusion before orders would come from headquarters.
