Revision based on Eric's comments
    1) During the Initial Movement Phase ZOC never extend across a border
hex side on the turn a Neutral receives a DOW.

    2) ZOC for those units which are unable to leave their country never
extend across a border hex side.

    3) During the Initial Movement Phase of the turn that a country joins an
alliance, the ZOC of the Neutral receiving a DOW or joining do to a
political point trigger do not extend across border hex sides.

    4) During the Initial Movement Phase of the turn that a country joins an
alliance the ZOC of units active in an alliance do not extend into the
Neutral receiving the DOW or joining do to a political point trigger.

    Basically what these rules say is that ZOC do not extend across borders
in either direction during the Initial Movement Phase of the turn of the DOW
and never extend outside a country whose units are restricted to the
country.

My comments:

First, consider what a ZOC is. It is an ability to discover the forces in
close proximity, hinder their movement, block supplies that are unescorted
(aka not a unit in the hex) and be able to attack (this isn't really ZOC,
but is consistent with the fact that if you aren't projecting a ZOC into a
hex, you can't attack it. It may be because the unit can never attack or
because of blocking terrain/political borders). 

So when an initial attack takes place, the defending army doesn't have
patrols out, wouldn't call in artillery on cross roads and in general
wouldn't be doing the things that cause a ZOC to exist. But the attacking
army would know an attack is going to take place and would be acting in a
manner consistent with a ZOC to exist.

If I remember the CWIE 1 rules, the ZOC is not there for the first phase
that a DOW is made, but appears for subsequent phases. So if you DOW during
the initial replacement phase, the ZOC extend across the border for the
initial movement phase. This made the timing of the DOW important. Your rule
would make it unimportant since the ZOC would always be blocked in the
initial movement phase.

Rule 1) I would have the ZOC extend across the border for the country doing
the DOW, but not the country receiving the DOW. Whether this is only for the
initial movement phase or for the initial phase that the DOW takes place is
open, just document it. While the defending country not having a ZOC extend
across the border is likely to impact play, the only time I could see the
extension of the ZOC across the border for the attacking player to make a
difference would be if it cut off supply to a defending unit during the
initial movement phase, thus making the defender easier to overrun. I can't
think of any game situation this occurs in, but it is a theoretical
possibility.

Rule 2) Makes sense. If you can't leave the country, you wouldn't send out
the patrols, call in artillery , etc. What about non political borders like
the Finn's or Bulgarian's limits where they can only go so many hexes from
the border? Do they extend a ZOC beyond where they can go? I would say they
should, but it is a logical question to ask.

Rule 3) I agree with the country receiving the DOW not to have the ZOC
extend over the border, I am not so sure about the country joining an
alliance. Think about it. If a country joining an alliance didn't have a ZOC
across a border, but could move across the border, would it be without a ZOC
across the border even when it was several hexes deep? Again, this is the
case of one side knowing what is happening (a decision is reached to join
one side or the other) so they should be prepared to act in a normal fashion
(aka have a ZOC).
