As the British divisions begin to fill out in their reporting depots the 
2-10s are ahown to be 0-10s as the attrional rules show them at greatly 
reduced effectiveness
random values about 80% attrition.
As the weeks progress these units will gradually become effective and 
begin to acquire combat values.
Further issues will appear as each is raised by drafts towards full 
establishment.as the Germans are finding out at this very moment.

These units are in no condition to fight in France yet, nor in North 
Africa.

Thus at present, the North African "Gambit" is dead in the water...
and the Italians can sleep safe in their beds

Note, as the Germans hurriedly add IRs to weak forces the effectiveness 
drops dramatically, allowing units that have been "replaced" in this way 
to show the same contiguous strength, but now to be able to gradually to 
rise in effectiveness as the weeks pass.

The prospect of some mobile warfare in the west, at this moment can 
beckon, briefly. With individual unit strengths on both sides at rock 
bottom values.
