The French Air points should be allowed to interdict any axis sea movement that falls within 12 hexes of French territory. However, the place at which the extraordinary interdiction rules become applicable FOR NORWAY BOUND AXIS UNITS is more than 12 hexes away, hence only English points or Polish points based in England would be able to make an extraordinary Air sea interdiction against these units.
