When the Axis uses naval transport into Narvik can the allies use the French air points for extraordinary air-sea interdiction?

1) The rules state that French air points must be based in French territory.
2) The Extraordinary Air-Sea Interdiction rule states that the sea movement traces a path that lies within range of Enemy Air Power..

I would read the 2nd statement to mean that when moving up the Norwegian coast to Narvik, the French air points can't be used for interdiction, since they're out of range. (why else have rule 1)
This means that in 9/39 and 10/39 the allies can only use the single British (CW) airpoint for air-sea interdiction, which of course greatly improves your chance of getting to Narvik without losing your unit.

What do you guys think?
